Set in the early part of the 20th century, this is the true story of the infamous Bastoy Boys Home correctional facility in Norway, and begins with the arrival of rumoured murderer 17 year old Erling, or C-19 as he is renamed. Stellan Skarsgard stars as the governor who believes that manual labour, rigid discipline and harsh punishment are the only ways to turn the boys into decent citizens. C-19 has other ideas.
